## Why does Korea matter now?

Because the AI shopping list still has a memory line that Korea writes.

Every finished accelerator needs high-bandwidth memory stacked beside the compute die. Most of those stacks are made by SK hynix and Samsung. Taiwan can print the leading-edge wafer and still wait on a Korea allocation before the package can ship. The 21 September customs print is the cash version of that map. In 15.5 working days Korea cleared $34.128 billion of semiconductors — already 73% of August’s official full-month chip total. The dollars are leaving the ports. The queue is not.

If you only remember one thing: **a record export print is what allocated memory looks like in dollars.** It is not evidence that the queue opened.

## What changed — the 21 September Customs 1–20 print

The fresh official statistic is the Korea Customs Service provisional for 1–20 September, released 21 September 2026.

Exports were $71.409 billion, up 78.3% from a year earlier — the highest 1–20 figure on record. Working days were 15.5, one fewer than the same stretch in 2025, so the daily rate rose even faster: $4.61 billion, up 89.8%. Imports were $48.443 billion (+26.7%). The period surplus was about $23.0 billion. From 1 January through 20 September, cumulative exports reached $764.997 billion (+55.0%) and the cumulative surplus $225.59 billion.

Semiconductors did the work. Chip exports hit $34.128 billion, up 259.4% year-on-year, another 1–20 record. Their share of total exports was 47.8%, up 24.1 percentage points. Petroleum products (+47.8%), ships (+63.0%), passenger cars (+9.3%) and steel (+8.0%) also rose. Wireless devices (−0.4%) and precision instruments (−6.3%) did not. On our subtraction, everything that is not a semiconductor was $37.281 billion — so chips were not “most of the crate,” but they were almost half of the invoice.

Exports rose to China (+113.8%), the United States (+118.0%) and Taiwan (+128.5%). Imports of semiconductor manufacturing equipment rose 55.6% in the same window. Tools are still coming in — a capacity-add print, not a finished ramp.

This is not a repeat of MOTIR’s 1 September August release ($46.65 billion of chips, +209%). The new fact is that September’s first 20 days — one fewer working day than last year, Chuseok still ahead — have already cleared 73.2% of that August chip total. The 11 September 1–10 flash was $16.483 billion of chips; 11–20 added $17.645 billion on our arithmetic. The pace held.

Chuseok 2026 is the statutory window of 24–26 September, with Sunday 27 following. The remaining weekdays after the 20th are 21, 22, 23, 28, 29 and 30 — six working days on a standard five-day calendar, with no substitute Monday as of the 18 September public-holiday reporting. That six-day case is the base case in the table. A four-day case is the haircut if late-month shipments slip.

**What this tells you:** September can absorb Chuseok and still print a fourth month of chip exports above $40 billion. The 1–20 print has already done most of the month.

**What it does not tell you:** the HBM versus commodity mix inside that $34.128 billion. Customs does not split HBM. The mix still has to be read from company results. It also does not tell you won profit. Dollar customs and won operating profit are different clocks.

The FX overlay is the second piece of our arithmetic. SK hynix’s own Q2 release said a 10% decline in the won-dollar rate would cut pre-tax profit by about 4.75 trillion won if foreign-currency assets and liabilities stayed at June levels. The Korea Times, citing the Bank of Korea, put the won at 1,480 per dollar on 16 July and 1,382 on 17 September — a 6.6% move. A straight 0.66 × 4.75 is about 3.14 trillion won of illustrative sensitivity. That is our arithmetic from a published company sensitivity, not a company forecast for Q3, and not a claim that demand broke.

## Where does the money stick?

At the step with the fewest good suppliers — allocated HBM.

**1\. SK hynix and Samsung memory.** On 29 July 2026 SK hynix printed Q2 revenue of 79.3187 trillion won, operating profit of 60.5426 trillion won, and a 76% operating margin. It said it had long-term agreements with around 10 key customers, that HBM4 mass shipments began in the second quarter, and that “the ability to deliver requested volumes in a timely manner has emerged as a core business competitiveness.” That is the cash evidence for a scarce step. Samsung is the second name on the same door; the 21 September yield Pulse maps its HBM4 mix. This Pulse does not re-litigate yield. It asks who is already being paid on the customs tape.

**2\. The allocation list.** A 76% margin and a 259% customs jump can live together only if buyers cannot easily walk to a third supplier. Micron exists. It does not clear the Korean queue. When SK hynix says demand exceeds supply capability, extra export dollars are what allocated stacks look like after they clear the port — not proof that a late buyer can now book 2026 HBM4.

**3\. The won haircut.** Dollar customs can set records while won profit is marked down. The 21 September Korea Times print is contemporaneous with the Customs release: broker Q3 operating-profit consensus for SK hynix was cut from 83.76 trillion won to 78.13 trillion won as the won strengthened. That is a translation and sensitivity story. It does not unstick allocation.

The pattern is the same one we use on the Taiwan door: **the money sticks where the step is stuck.**

## Is HBM allocation still stuck?

Yes. A record 1–20 print is what a stuck allocated step looks like when the buyers on the list keep taking product.

Three tells still point at allocation, not at a loose market:

- **Customer count stays short.** SK hynix’s last official IR still frames LTAs with around 10 customers and further talks with majors. That is a booked list, not an open book.
- **Tools are still arriving.** Semiconductor-equipment imports +55.6% in the same 1–20 window. Firms do not keep pulling tools into a step they believe is about to glut.
- **The neighbour gate is still busy.** Taiwan’s CoWoS-class attach remains a separate stuck step. More Korea memory dollars do not, by themselves, create more package slots. Two cautions before you read $34.128 billion as “HBM solved”:

1. **Customs is not a product mix.** The HS semiconductor line includes DRAM, NAND, and other chips. HBM is inside the number; it is not the whole number. MOTIR’s August computer-export line (+419.5% to $6.24 billion) already showed NAND/SSD riding the same AI invoice.
2. **Shipped is not unallocated.** The stacks that cleared 1–20 September were spoken for earlier. A late hyperscaler or a neocloud still meets the same allocation clock we mapped on 17 September.

The yield Pulse (21 Sep) asked a different question: what happens when Samsung can turn more wafers into sellable HBM4\. That can raise Samsung’s share inside a still-tight pool. It does not turn the customs print into a surplus of free stacks.

## What dates matter

The 21 September Customs cut is a pace print. The dates that can move the read are the full September month and the Q3 calls.

## What would change this view?

The “record dollars, still allocated” read weakens if:

- MOTIR’s full September chip line falls well below our four-day band (\~$43bn) without a working-day explanation
- SK hynix or Samsung Q3 language says HBM is available off the LTA list for new late buyers
- Conventional DRAM contracts fall for two quarters while HBM ASP holds — the mix, not allocation, would then be doing the work
- Semiconductor-equipment imports roll over while chip exports stay high — a sign the capacity-add clock is being cut
- A hyperscaler or neocloud capex pause shows up first in the next 1–10 Customs cut
- A third supplier qualifies volume HBM4 into the same customer list at scale

The view stays intact while 1–20 / monthly chip dollars stay elevated, chip share stays near half of exports, LTAs stay short, and Q3 calls still talk about delivering requested volumes on time.
