Taiwan's Ministry of Economic Affairs printed September industrial production on 23 October. The industrial index was 140.76, up 19.17% from a year earlier — a 31st consecutive monthly increase. Manufacturing printed 143.31, up 20.21%. Who gets paid is the electronics-component step that still printed a same-month record: 12-inch foundries, IC packaging and testing, DRAM, IC design and IC substrates. The stuck step is the server mix. Computers, electronic products and optical goods fell 15.38% on the month, and the statistics office named servers and a product-mix change as the reason manufacturing missed its own 146.03–150.03 guide.

## Why does Taiwan matter now?

Because this week’s print is the factory-floor receipt on two Taiwan steps: the wafer-and-package volume that can be counted, and the server mix that turns those packages into a chassis count.

Every AI build still starts with the same shopping list: accelerators, memory, and servers. The buyers sit in the US — [hyperscalers](https://www.sotkn.com/stack/hyperscalers/) and [neoclouds](https://www.sotkn.com/stack/neoclouds/). A large share of what they spend still clears in Taiwan. Our [21 October TSMC pulse](https://www.sotkn.com/markets/taiwan/taiwan-tsmc-q3-cowos-october-2026/) was the wafer book: US$46.72 billion of Q3 sales, CoWoS still a little short. Today is the official volume index those wafers sit inside. It is not a TSMC reprint, not the 24 October [glass-cloth pulse](https://www.sotkn.com/markets/taiwan/taiwan-glass-cloth-board-materials-october-2026/), and not a Foxconn monthly.

4 · Server product mix

**Who:** The computer / electronics / optical line, and the server SKUs inside it
**Paid:** Not as a chassis count. −15.38% on the month. Empty mixed bays are not a shipment

Stuck step

**Labels:** *Paid on volume* \= a same-month record on that line. *Stuck step* \= the ministry named servers and mix as the miss.

If you only remember one thing: a 19% industrial-production print is a volume receipt. It is not a server-SKU print. The wafers still counted. The mix on the roller line did not.

## What changed on 20–23 October

Two official papers, three days apart. One is what Taiwan was asked to build. One is what the factories counted as built.

On 20 October the Ministry of Economic Affairs printed September export orders of US$114.2 billion, up 62.4%. Taipei Times carried US$114.21 billion, a record, with information and communication products at US$43.88 billion (+87.3%) and electronic components at US$47.42 billion (+71%). Huang Wei-jie said GPU-based and ASIC-based servers were both strong, with ASIC systems growing faster. October orders are guided at US$112.5–115.9 billion, up 62–67%.

On 23 October the same ministry printed the factory floor. Focus Taiwan carried the English: industrial production 140.76, +19.17%; manufacturing 143.31, +20.21%; Q3 industrial +21.95%; January–September industrial +20.53%. Electronics +23.62%, led by 12-inch wafer foundries, IC packaging and testing, memory, IC design and IC substrates. Computers and optoelectronics +45.92%. Machinery +26.02%. Chemicals −4.29%. Autos +2.35%.

The miss is the new fact. CNA reported that the ministry had guided September manufacturing to 146.03–150.03\. The print was 143.31\. Deputy director-general Chen Yu-fang named the computer, electronic-product and optical-goods line, down 15.38% on the month, and said servers were affected by a change in manufacturers’ product mix. The same line was still +45.92% on the year, a 39th consecutive monthly year-on-year rise — the longest streak in the series, CNA said. A second CNA note confirmed the 31-month industrial streak and the same-month records.

Panels stayed the other hole: 36.89, down 36.39%, a fifth consecutive monthly decline. That is a display story. It is not this pulse’s stuck step. The miss versus the ministry’s own manufacturing range was named as servers and mix.

October manufacturing is guided 141.56–145.86, +20.5% to +24.2% on the year. September’s 143.31 already sits inside that band.

![Horizontal bars: Taiwan manufacturing production index August 148.42, September print 143.31 versus a 146.03–150.03 ministry guide, October guide 141.56–145.86](https://storage.ghost.io/c/cd/10/cd10e222-131f-4ba4-b4a9-ca4214e8c12d/content/images/2026/10/taiwan-industrial-production-server-mix-october-2026-index.png)

## Our math: labelled our arithmetic

The ministry already printed the indexes. What follows is division on those figures, labelled as ours.

- **The monthly drop.** August manufacturing was 148.42\. September was 143.31\. That is a 5.11-point fall, or −3.44% (our arithmetic). August industrial production was 145.97\. September was 140.76\. That is −3.57% (our arithmetic).
- **The miss versus the guide.** 143.31 against the 146.03 low end is 2.72 points, or 1.86% below the floor of the range (our arithmetic). Against the 148.03 midpoint it is 3.19% short. Against the 150.03 high end it is 4.48% short. To have hit the low end, September manufacturing would have needed to be 1.90% higher than it printed (our arithmetic).
- **The mix line.** CNA’s −15.38% on computers, electronic products and optical goods is the named driver. August’s official newsletter put that line at 385.02 with a weight of 121.73 per thousand of industrial production. A 15.38% drop on that August contribution of 46.87 index points would have taken about 7.21 points off the industrial index (our arithmetic). The industrial index actually fell 5.21 points. Other lines, including electronics components, cushioned about 2.0 points (our arithmetic).
- **Electronics did not cause the miss.** August electronics components were 166.84\. September 165.63 is −0.73% on the month (our arithmetic). ICs from 193.91 to 192.26 is −0.85%. Those are rounding-error moves next to a 15% drop on the computer line.
- **Orders versus production.** Export orders +62.4% versus industrial production +19.17% is a 43.23 percentage-point gap (our arithmetic). ICT orders +87.3% versus computers / opto production +45.92% is 41.38 points. Electronic-component orders +71% versus electronics production +23.62% is 47.38 points. Value booked. Volume counted. The gap is the mix.
- **October is a sideways test.** A manufacturing guide of 141.56–145.86 around a September print of 143.31 is −1.22% to +1.78% on the month (our arithmetic). The midpoint, 143.71, is 0.28% above September.

![Our arithmetic on Taiwan’s 23 Oct industrial-production print: manufacturing −3.44% month on month, 1.86% short of the guide low, computers/opto −15.38%, 7.2-point mix drag, 43-point orders-versus-production gap](https://storage.ghost.io/c/cd/10/cd10e222-131f-4ba4-b4a9-ca4214e8c12d/content/images/2026/10/taiwan-industrial-production-server-mix-october-2026-math.png)

Wafers and packaging still printed. Panels did not. Source: MOEA via CNA / Focus Taiwan, 23 Oct 2026\. Education only.

What this tells you: the volume index missed because one line — servers, on the ministry’s own words — changed mix hard enough to more than explain the industrial decline. It does not tell you what a share is worth. We do not do price calls. A production index is not a sales print.

## Where does the money stick?

At the steps that still printed a volume record, not at the step whose SKUs changed faster than the index could count them.

![Infographic: where Taiwan cash sticks on this factory print — 12-inch wafers, packaging and substrates paid on volume; machinery paid on the expansion cheque; server product mix still the stuck step](https://storage.ghost.io/c/cd/10/cd10e222-131f-4ba4-b4a9-ca4214e8c12d/content/images/2026/10/taiwan-industrial-production-server-mix-october-2026-infographic.png)

Index is paid. Mix stays stuck. Education only.

**1\. Twelve-inch foundries, packaging, testing, DRAM, IC design and substrates, on volume.** Electronics components at 165.63, +23.62%, and ICs at 192.26, +26.51%, are the P&L-adjacent receipt on this print. Focus Taiwan names the same list the ministry used: 12-inch wafer foundries, IC packaging and testing, memory, IC design, IC substrates. Our 21 October [TSMC Q3 pulse](https://www.sotkn.com/markets/taiwan/taiwan-tsmc-q3-cowos-october-2026/) already had the wafer book at US$46.72 billion and 2-nanometer at 8% of wafer revenue. This index is the official volume envelope around that book. When one supplier does most of a step, that supplier keeps more of each dollar. That has not changed.

**2\. Toolmakers, on the expansion cheque.** Machinery +26.02% is cash leaving for equipment as semiconductor makers keep adding advanced-process and high-end packaging capacity, plus machine-tool orders. It is the same CapEx story TSMC restated on 15 October at US$60–64 billion for the year. Tools are paid when a line is being built. They are not the stuck step on a monthly volume miss.

**3\. Server builders, on value — after the mix exists.** Foxconn, Quanta and Wistron still ship the boxes. A volume index that falls 15% on the computer line while ICT export orders rise 87% is a mix shift: fewer counted units, or a richer SKU. The 7 October [Foxconn pulse](https://www.sotkn.com/markets/taiwan/taiwan-foxconn-ai-racks-october-2026/) was the value receipt. Today is the volume receipt. Do not mix them.

**4\. The server mix — not yet as a chassis count.** Chen named servers and product-mix change. She did not name a CoWoS wafer-start number, an HBM attach rate, or a SKU split between GPU servers and ASIC servers. Empty mixed bays on this week’s cover are the bind that print describes. The 24 October [glass-cloth pulse](https://www.sotkn.com/markets/taiwan/taiwan-glass-cloth-board-materials-october-2026/) is an adjacent materials clock, not this index.

One-line rule: while this shape holds, the book on volume is the wafer-and-package step, the wait is the server mix, and the order sheet is running ahead of both.

## Is the server mix still stuck?

Yes. A 19% industrial-production print is a factory system that can still count output. It is not a server line whose SKUs the ministry can forecast to within three index points.

Three things keep it stuck. First, this print. The ministry missed its own range and named the cause. Computers / opto −15.38% on the month, servers, product-mix change. It did not retire the shortage on the chip side. It did not say the mix has settled. October’s manufacturing guide, 141.56–145.86, is a sideways band around the miss, not a catch-up band.

Second, the rest of the Taiwan door. Our 21 October TSMC pulse had C.C. Wei saying CoWoS is still customers’ first choice and the back end is still a little short. A server SKU that uses a larger package, more HBM, or an ASIC board instead of a GPU board will move a volume index even when the wafer step is billing. Nothing in the 23 October materials replaced Wei’s shortage words with a company CoWoS number. We do not invent one. Start with [CoWoS, explained](https://www.sotkn.com/explained/cowos-explained/) if the family is new.

Third, the order-versus-production gap. Export orders +62.4% against production +19.17% is a conversion hole, not a demand hole. Until a later production print re-enters the guided range without another mix caveat, read this door through mix first, then through CoWoS. Memory remains Korea’s door — see [HBM, explained](https://www.sotkn.com/explained/hbm-explained/).

If the mix cleared, the stuck step would move to CoWoS slots, then power. Until October’s index prints without a mix miss, this pulse’s bind stays the server SKU.

## What dates matter

![Calendar of dates that test whether Taiwan’s server mix stays the bind after the 23 October industrial-production print](https://storage.ghost.io/c/cd/10/cd10e222-131f-4ba4-b4a9-ca4214e8c12d/content/images/2026/10/taiwan-industrial-production-server-mix-october-2026-calendar.png)

Dates that test the read. Education only.

- 20 October 2026 — MOEA September export orders, US$114.21bn, +62.4%. Done.
- 23 October 2026 — MOEA September industrial production. Manufacturing 143.31, below 146.03–150.03\. Done.
- 28 October 2026 — UMC Q3 investor call, 17:00 Taipei. Mature-node overlay. Do not mix it with the 2-nanometer book.
- 29 October 2026 — ASE Q3 results, as scheduled. The overflow packager on CoWoS. The test: does the packaging receipt show slots catching, or still tight?
- 30 October 2026 — MediaTek Q3 call. Designer overlay. ASIC mass-production language is a mix input, not a volume index.
- 10 November 2026 — TSMC October revenue. First Q4 wafer month. Separate from this volume index.
- \~23 November 2026 — MOEA October industrial production, on the usual late-month clock. The test: does manufacturing print inside 141.56–145.86 without another mix caveat?
- Not set — a named CoWoS or server-SKU split from TSMC, ASE or the ministry. That would move the stuck step.

The 23 October print coloured the mix. Only an October index that re-enters range without a mix caveat, or a named packaging-volume print, can move the stuck step.

## How is this different from the TSMC Q3 pulse?

The 21 October [TSMC Q3 pulse](https://www.sotkn.com/markets/taiwan/taiwan-tsmc-q3-cowos-october-2026/) was a foundry book: US$46.72 billion of sales, 2-nanometer at 8% of wafer revenue, CoWoS still a little short. Who got paid was TSMC on the wafer. The stuck step was CoWoS.

Today is a different paper and a different receipt. Who gets paid is the electronics-component step on volume that still printed a same-month record — foundries, packaging, substrates, DRAM — and the toolmakers on the expansion cheque. The stuck step is the server mix the ministry named as the miss. Same Taiwan door. Different official statistic. The CoWoS shortage from 15 October is still the chip-side bind. This pulse is the factory-floor bind that sits after it: which server SKU actually ran.

It is also different from the 16 September [gold pulse](https://www.sotkn.com/markets/taiwan/taiwan-tsmc-revenue-september-2026/), the 11 October [exports pulse](https://www.sotkn.com/markets/taiwan/taiwan-september-exports-record-october-2026/), and the 24 October glass-cloth pulse. Members’ [stuck-step map](https://www.sotkn.com/analysis/where-does-the-stuck-step-move/) is the longer clock.

## What would change this view?

- MOEA’s October manufacturing index prints inside 141.56–145.86 and the briefing does not name servers or mix as a drag.
- The computers / opto line stops falling on the month while electronics components hold their year-on-year rate.
- TSMC or ASE, on a later call, gives a CoWoS or advanced-packaging wafer-start number that shows supply catching the demand Wei still called “far above.”
- Export orders slow toward the production rate, closing the 43-point gap from the demand side rather than the mix side.
- The ministry, or a later print, names memory or power — not mix and not CoWoS — as the louder bind, with a number attached.
- A hyperscaler or neocloud cuts 2027 capex before the 13 Taiwan packaging-and-logic fabs Wei described are working.

The view stays intact while manufacturing holds a year-on-year rate near 20%, electronics components keep printing records, the computer line’s monthly mix caveat repeats, and CoWoS remains the stated first choice on the chip side.

## Practical takeaways

- MOEA, 23 Oct: September industrial production 140.76, +19.17%, 31st consecutive monthly rise. Manufacturing 143.31, +20.21%, a same-month record that missed a 146.03–150.03 guide
- Electronics components 165.63, +23.62%. ICs 192.26, +26.51%. Computers / opto +45.92% YoY, −15.38% MoM. Machinery +26.02%. Panels −36.39%
- Our arithmetic: manufacturing −3.44% on the month; 1.86% short of the guide low; mix drag about 7.2 industrial-index points on August weights; orders-versus-production gap 43.2 percentage points
- September export orders, 20 Oct: US$114.21bn, +62.4%. ICT +87.3%. October manufacturing guided 141.56–145.86
- Who gets paid: 12-inch foundries, packaging, substrates and DRAM on volume; toolmakers on the expansion cheque
- Stuck step: server product mix. A volume index can miss while the order book stays full
- Watch 28 Oct (UMC), 29 Oct (ASE), 10 Nov (TSMC October sales), and \~23 Nov (October production)

## FAQ

**What did Taiwan print on 23 October 2026?**
The Ministry of Economic Affairs’ September industrial-production indexes. Industrial production was 140.76, up 19.17% from a year earlier, a 31st consecutive monthly increase. Manufacturing was 143.31, up 20.21%, a same-month record that still missed the ministry’s own 146.03–150.03 guide.

**Who gets paid on this print?**
Twelve-inch foundries, IC packaging and testing, DRAM, IC design and IC substrates, on volume that still printed same-month records — electronics components 165.63, +23.62%; ICs 192.26, +26.51%. Toolmakers, on machinery +26.02%. This is a map of who gets paid, not a buy list.

**Why is the server mix still the stuck step if industrial production rose 19%?**
Because a production index is a volume count, and the ministry named servers and a change in product mix as the reason manufacturing missed its own range. Computers, electronic products and optical goods fell 15.38% on the month even as they rose 45.92% on the year. Sales and orders are value prints. This is a volume print.

**How is this different from TSMC’s 15 October quarter?**
TSMC’s quarter was a foundry sales print: US$46.72 billion, CoWoS still a little short. This is the official factory-volume envelope around that book, with the miss on the server line. Same island. Different paper.

**Is this investment advice?**
No. Education only. It maps who gets paid and which step is stuck. It is not a recommendation to buy or sell any security.
