- Description: Firebird has a US export licence for 45,000 Nvidia GPUs for a $5 billion, 109 MW AI data center in Kazakhstan due in 2027. It runs about a seventh of that today, and has named no lender or customer.

`WIRE` · `NEOCLOUDS` · `FIREBIRD` · Data as at 26 Oct 2026

Firebird now has permission to buy far more Nvidia chips than it runs. On **23 October 2026**, during Jensen Huang's first visit to Kazakhstan, the US AI cloud company said it has a US export licence for **45,000 Nvidia Grace Blackwell GPUs** for the first phase of an AI data center at Data Center Valley in Ekibastuz, built with the state telecom operator Kazakhtelecom. It puts the investment at about **$5 billion** for up to **109 MW**, with commercial launch targeted for the third quarter of **2027**. The release named no lender and no anchor customer. On the [neoclouds layer](https://www.sotkn.com/stack/neoclouds/), a licence is the first gate, not the bill.

## What happened

23 October 2026 · Firebird release

**45,000 GB300 GPUs licensed, about $5 billion, up to 109 MW**

Phase 1 is under construction with Kazakhtelecom, targeting commercial launch in Q3 2027\. A planned phase 2 would take Firebird's potential capacity in Kazakhstan to about 500 MW

The site

**Building under way on a first 50 MW hall, with a 215 MW substation**

Government construction updates in August, as reported by eeNews Europe, put the first facility into operation in June 2027\. The wider Data Center Valley targets 1 GW over time

The local share

**At least 10% of GPU capacity reserved for Kazakh users**

Companies and government agencies, plus a Firebird Labs programme for local startups and researchers. The rest is for export customers, who are not yet named

What Firebird runs today

**6,144 B200 GPUs in Armenia, on about $500 million**

Its first AI factory opened in Hrazdan in August 2026, drawing about 18 MW. A second Armenian phase of 41,000 GB300s, licensed in February, is still being built

## Why cash cares

An export licence lets a company buy restricted chips and ship them to a named country. It does not pay for them. Firebird's first site shows how it pays. The roughly **$500 million** behind Armenia's first phase was foreign equity plus local debt, including a **$300 million** loan from six Armenian banks and fund managers in March. Co-founder Alexander Yesayan said in August that almost all of that capacity was sold, about 95% to 97% of it to customers in the US and Europe. Firebird named Perplexity as one of its first customers.

The new licence is on another scale. Kazakhstan's 45,000 GPUs are about **seven times** what Firebird runs today, and the **$5 billion** estimate is about ten times the money raised for Armenia's first phase (our arithmetic on company figures). Add the **$4 billion** Armenian second phase and Firebird has about **$9 billion** of builds announced, against about half a billion dollars of funding it has described in public. Nvidia said in August that it intends to invest in Firebird, after CoreWeave invested earlier this year. Neither amount has been disclosed.

That gap is normal for a neocloud at this stage. The order is licence, then customer contracts, then debt secured on those contracts, then GPUs. The question is how quickly Firebird can find buyers for capacity in a new market, in a month when neocloud credit got more expensive.

![Bar chart of Firebird's Nvidia GPUs by site: 6,144 B200s running in Armenia on about $500 million, 41,000 GB300s licensed for Armenia's second phase in a $4 billion project, and 45,000 GB300s licensed for Kazakhstan at about $5 billion, with a panel listing what Firebird has and has not shown for Kazakhstan](https://storage.ghost.io/c/cd/10/cd10e222-131f-4ba4-b4a9-ca4214e8c12d/content/images/2026/10/firebird-gpu-licences-vs-running-print.png)

**Figure: the licences now run far ahead of the GPUs Firebird has running.** GPU counts and project sizes from Firebird, 10 February, 8 August and 23 October 2026; Armenian funding as described to CivilNet on 17 August 2026; the multiples are our arithmetic.

## The second-order read

**Who gets paid.** Kazakhtelecom and the builders of the first hall, since construction is already under way on a site the government is promoting. Nvidia is paid only when the GB300s are ordered and delivered, and it gains a new route for its chips into a country that wants to sell computing power abroad.

**Who waits.** Nvidia's server partners, the makers of cooling and power gear, and Firebird's own investors. Orders for 45,000 GPUs follow the money, and the money follows customers.

**Who pays more.** Firebird, if the customers come later than the hall. A new operator in a new market borrows at a higher rate than one with long contracts from rated customers. We traced the same pressure when [CoreWeave's default swaps went above 1,000 basis points](https://www.sotkn.com/wire/coreweave-cds-1000-bp-gartner-neocloud-shakeout-wire/).

**Stuck step.** Funding and customers for Kazakhstan. The licence, the land and the power are in place or under way. The step that turns this into GPU orders is a lender or investor for the $5 billion, backed by contracts from the export customers the site is meant to serve.

## Two cautions

The 45,000 GPUs and 109 MW describe phase 1 as Firebird plans it, while the government's August update described a first 50 MW hall. The two figures may be different stages of the same build, so the GPU count cannot be read as the first hall's load.

Firebird has done this before at a smaller size. It went from export licence to a running, mostly sold Armenian site within about a year, so the absence of named funding today is not by itself a warning sign.

## What would change the view

- A named lender, a GPU financing facility or a disclosed Nvidia investment, which would show how the $5 billion is paid for.
- A named anchor customer for Kazakhstan with a prepayment, which would set the cost of that debt.
- Armenia's second phase going live on schedule, which would show Firebird can deliver at the size it is now licensed for.

## What to watch

- **Firebird's next Armenia update**, for when the 41,000 GB300 second phase starts running and who rents it.
- **Kazakhstan's government construction updates**, for the first hall's June 2027 date.
- **Nvidia's next quarterly results**, for any disclosure of its investment in Firebird.
