NVIDIA said on **21 October 2026**, at GTC Berlin, that it is booking substrate, packaging, test and co-packaged-optics capacity with six suppliers. The cash it numbered is a **$1.1 billion** advance to King Yuan Electronics for US test plants, and a **$1.3 billion** Amkor Korea agreement that takes their Arizona-plus-Korea book to **$3 billion**. Jensen Huang: “Demand is extraordinary. Capacity is the constraint.” On the [Semiconductors](https://www.sotkn.com/stack/semiconductors/) layer he is paying for the board, the interposer, the tester and the optical engine — not a foundry wafer.

Samsung Electro-Mechanics is the same-day primary that fills in NVIDIA’s “joining.” SEMCO said the two will jointly invest in dedicated ABF lines at Sejong and Busan, supply starts in 2026, the parts cover compute chipsets and high-speed networking switches, and volumes to NVIDIA should rise at a double-digit annual rate. NVIDIA still puts no dollar figure on SEMCO or Unimicron. IBIDEN’s advance is “multibillion,” not a print.

Amkor’s own release is the other numbered cheque. A **$1.3 billion** agreement “supports further expansion in South Korea,” and the multi-year NVIDIA agreements in Arizona and South Korea now “total $3 billion.” On **23 July** Amkor said NVIDIA would prepay under a **$1.5 billion** US advanced-packaging agreement, including Arizona. Our arithmetic: 1.5 + 1.3 = **2.8**. The company totals Arizona plus Korea at **$3 billion**. The **$0.2 billion** in between is not itemised.

## Why cash cares

A capacity-reservation advance is cash that leaves NVIDIA before a package ships. KYEC’s Taiwan filing on **13 October** is the mechanism in writing. KYEC and its US subsidiary AeternZ Semiconductor Testing Corporation signed a customer-prepayment agreement with NVIDIA International, Inc.: the customer prepays; KYEC and AeternZ build US capacity, reserve it and provide test; the prepayment is offset against later service fees until it is used up. The filing named no dollar amount and no US city. Tuesday’s $1.1 billion is NVIDIA’s figure for that structure, not KYEC’s capex.

Our arithmetic on the two numbered dollar advances: **$1.1 billion + $1.3 billion = $2.4 billion**. NVIDIA’s Form 10-Q for the quarter ended **26 July 2026** already carried **$279 billion** of supply-and-capacity commitments, up from **$119 billion** the quarter before, “primarily memory and manufacturing facilities.” Our arithmetic: $2.4 billion is about **0.9%** of that book (2.4 ÷ 279 = 0.0086). The last-quarter jump was **$160 billion** (279 − 119). Tuesday’s named dollars are small on the commitment line and a full year of cash for the testers and OSATs that receive them.

The same 10-Q says some of these agreements “may be cancelable, rescheduled, or adjustable … prior to placing firm orders,” and that Vera Rubin “began production shipments in the third quarter of fiscal year 2027” while NVIDIA is “currently experiencing certain supply constraints.” Cash is leaving to buy the finish. The finish is still the constraint.

## What a capacity reservation buys

An AI accelerator does not leave as a bare die. The logic wafer comes off a foundry line. HBM stacks sit beside it. Both sit on a silicon interposer, and that sandwich sits on an IC substrate — the board that carries the package to the server. ABF is the build-up film inside the high-density versions of that board. A tester then signs the module off. Co-packaged optics put the optical engine in the same package, so the light pipe is on the same clock as the board.

NVIDIA is paying at four finish steps at once. Substrates: IBIDEN Ono to 3× with added capacity in **Q1 2028**, Unimicron KF from **Q2 2027** and full in **mid-2028**, SEMCO from **2026**. Interposers: Amkor in Korea, a greater-than-300% increase — our arithmetic, **4×** today’s wafers — by **end-2028**. Test: $1.1 billion to KYEC, high-volume **April 2027**, and NVIDIA’s own test capacity to double in calendar 2027\. Optics: SPIL **15× by mid-2027**, then another doubling by **end-2028**. Our arithmetic if those two steps stack: **30×** today’s optical-engine output. NVIDIA did not disclose the base. The plants have to be built before the 2027–28 seats exist. A reserved line without a matched substrate is still an empty appointment; see [IC substrates and ABF](https://www.sotkn.com/explained/ic-substrates-abf-explained/).

## The second-order read

**Who gets paid.** IBIDEN, Samsung Electro-Mechanics and Unimicron, if the substrate reservations become wafers. Amkor, on the $1.3 billion Korea cheque and the Arizona book. KYEC and AeternZ, as the $1.1 billion is drawn down in test hours. SPIL, on optical-engine volume. Tool vendors and contractors get paid first: a reservation funds a building.

**Who pays.** NVIDIA, from the $279 billion supply-and-capacity book printed on 26 July. Some of that book can still be cancelled or moved before a firm order. An advance offset against later services is not a take-or-pay GPU.

**Upstream.** ABF film, substrate tools, interposer lines, testers and cleanrooms. SEMCO’s same-day note adds embedded MLCCs and silicon capacitors inside the substrate — more of SEMCO’s own parts list in the sandwich, not a new NVIDIA dollar print.

**Downstream.** GPU packages that can ship, then hyperscalers and neoclouds that can bill hours. They do not get this cheque. They get a seat if the 2027 and 2028 clocks hold.

**Stuck step.** The finish — substrate, interposer, test, optical engine — not the leading-edge wafer.

## Two cautions

The percentages are targets, not installed wafers. 2.5× substrates, 3× at Ono, greater than 300% at Amkor, 15× then a further doubling at SPIL, test capacity doubling in 2027: all aims, dated 2026 through end-2028\. IBIDEN’s advance was “signed and announced earlier this year”; Tuesday restates it. SEMCO’s “significant portion” of 2028 output is not a share. Unimicron’s dollar figure, KYEC’s US city and SPIL’s optical-engine base are undisclosed.

The dollars do not add cleanly. Our arithmetic on Amkor’s two named agreements is **$2.8 billion** against a **$3 billion** total. NVIDIA’s $1.1 billion is an advance against future test, not KYEC’s plant cost. The 10-Q warning still sits on the $279 billion: these commitments can be cancelled, rescheduled or changed before firm orders.

## What would change the view

A 10-Q that cuts the $279 billion book, or a supplier filing that a reservation was cancelled, would mean the cash is being unwound before the seats exist. A dated Amkor interposer-wafer start, a KYEC US high-volume date that holds in April 2027, or a Unimicron KF add in Q2 2027 would turn Tuesday’s percentages into a clock. If substrate and packaging lead times actually shorten through 2027, the bind is moving off the board. If they do not, Tuesday was a down-payment on a still-short finish.

## What to watch

- **NVIDIA fiscal Q3 2027 results, mid-November 2026**: supply-and-capacity commitments versus the **$279 billion** printed 26 July.
- **SEMCO first NVIDIA ABF deliveries in 2026**.
- **KYEC US high-volume production, April 2027**, and whether KYEC files the $1.1 billion.
- **Unimicron KF add, Q2 2027**; full **mid-2028**.
- **IBIDEN Ono added capacity, Q1 2028**.
- **Amkor Korea interposer wafers through end-2028**, against the >300% target.
- **SPIL optical engines, mid-2027 (15×) and end-2028 (further doubling)**.
