Crusoe today named itself the developer of Google’s under-construction Armstrong County data-centre campus — already on Google’s $40 billion Texas map, now about 15 months after Crusoe’s June 2025 groundbreaking, with more than 5,500 skilled labourers on site daily and a direct tie to 531 MW of adjacent wind. For investors the stuck step on the neoclouds layer this morning is not a GPU-hour rate card. It is who gets paid to put halls on the electrons before the hyperscaler can bill the workload.

What happened

On 28 September 2026 Crusoe said it is the developer of Google’s data-centre campus under construction in Armstrong County outside Amarillo, engineered “to provide capacity to power advanced AI” (Crusoe newsroom, 28 Sep 2026 — company). CEO Chase Lochmiller called it a prime case of an energy-first strategy: build at the source of abundant, low-cost energy, improve utilisation of existing assets, and catalyse new generation. The company said it broke ground in June 2025 and is building “at the same swift pace we set in Abilene.”

The campus has a direct connection to Serena’s adjacent Goodnight 1 (265.5 MW, operational) and Goodnight 2 (265.5 MW, under construction), which Crusoe says was catalysed by its development at the site. Surplus wind is supplied back to the grid; cooling is closed-loop, non-evaporative liquid.

This is not a new Google campus — Alphabet named Armstrong and Haskell on 14 November 2025 — and it is not a Crusoe Cloud GPU-hour print. The new sentence is the developer identity.

Why cash cares

On the neoclouds layer the usual earn is billed accelerator time: utilisation times realised price, after hardware carry, power, and hall cost. See What Is a Neocloud?. Today’s print sits one step earlier. Crusoe is getting paid as the party that designs, builds, and energises a hyperscaler’s campus. Google is the offtaker of the hall. GPU-hour cash, when it comes, prints on Alphabet’s stack, not on Crusoe’s on-demand rate card. Who gets paid now is the developer and the construction book. Who waits is anyone still modelling this as a specialist GPU fleet attaching short contracts.

Yesterday’s Wire was Oracle citing force majeure on Project Jupiter because power paper may slip a ~2.45 GW New Mexico campus. Today’s Wire is the other seat on the same bind: a specialist builder sitting the hall on 531 MW of adjacent wind. Speed-to-power is the clock from plan to live watts at the rack. Our arithmetic on the disclosed neighbour, not the hall: 531 MW of adjacent wind is generation next door, not a claim that the campus is a 531 MW IT load, and not a claim that Goodnight 1+2 cover the whole campus. Campus load could be smaller, larger, or firmed by the grid. Crusoe did not say.

What “developer of Google’s campus” actually means

Crusoe maps itself as vertically integrated: energy, halls, and Crusoe Cloud. The 17 September Series F note put $140 billion-plus of total contracted value, 6 GW-plus of gross contracted capacity, and 1 GW already delivered and operational, after a $3.9 billion raise at a $30.9 billion post-money valuation (Crusoe, 17 Sep 2026 — company). The 9 June print had already named five hyperscale campuses, including 1.2 GW in Abilene for Oracle and 900 MW in Abilene for Microsoft (Crusoe, 9 Jun 2026 — company). Armstrong is the Google name on a Texas door. Combined, those two Abilene campuses are about 2.1 GW (Crusoe, 27 Mar 2026 — company). Our arithmetic: 1.2 + 0.9 = 2.1 GW, matching the company total. The first two Abilene buildings — 100 MW each — were constructed and energised in under one year. That is the pace Lochmiller is pointing at. It does not let us invent Armstrong megawatts.

The same-day mechanism note. Crusoe also published a co-location essay on 28 September: move the compute to the electrons and consume power that would otherwise be curtailed (Crusoe blog, 28 Sep 2026 — company). Crusoe cites the ERCOT Independent Market Monitor for roughly 4.7% of wind generation curtailed in 2025 — a public-report citation, not Armstrong’s curtailment rate. Google’s 14 November 2025 Texas note was $40 billion through 2027, Armstrong and Haskell named, and more than 6,200 MW of contracted generation; by 24 February 2026 that print was more than 7,800 MW. Our arithmetic: 7,800 − 6,200 = 1,600 MW added to the disclosed Texas contracted-generation tally in about three months — statewide PPAs, not Armstrong load. Google did not name Crusoe in those notes. Today Crusoe names Google.

Who gets paid. The builder sitting the hall on the wind. Who pays. Google, for a Texas AI hall already inside a $40 billion through-2027 envelope. Upstream. Wind next door, liquid-cooling gear, transformers and interconnect — the speed-to-power stack, not a CoWoS slot. Downstream. Google Cloud and Google’s own models, once watts are live at the rack — not Crusoe’s on-demand GPU menu. Our read: timed watts at the source. Crusoe collects as the party that puts the hall on the electrons. Google collects later, when those watts become billed AI. Ready is still not paid — but the labour print says the hall is no longer a slide.

Two cautions

Crusoe did not print Armstrong IT megawatts, capex, rent, COD, or a take-or-pay GPU contract. Do not back-solve campus load from Goodnight’s 531 MW, from Google’s $40 billion Texas envelope, or from Abilene’s 2.1 GW. Secondhand trade figures that assign ~1 GW to this campus are not in the company note; we drop them.

Developer is not owner-operator of Google’s models, and it is not a finding that Crusoe Cloud will sell the cycles. Series F’s 6 GW-plus contracted and 1 GW operational are company-wide, 17 September, not this morning’s Armstrong add. Google’s $40 billion and 7,800 MW are Texas programmes, not a line-item for Claude, Texas.

What would change the view

  • A Crusoe or Google print that puts a dated IT-MW figure, COD, or lease/ownership split on Armstrong.
  • Goodnight 2 slipping, or the direct connection failing to carry when the hall wants firm power.
  • Google naming a different developer, or Crusoe exiting the role.
  • Abilene’s 1.2 GW phase missing the end-2026 completion Crusoe has on the page.
  • A GPU-hour contract on this campus that would move the earn from developer to fleet utilisation.

What to watch

  • Next Crusoe or Google note that states Armstrong megawatts or a go-live year.
  • Goodnight 2: from “under construction” to operational, against the 265.5 MW already printed.
  • End-2026: whether Abilene’s eight-building 1.2 GW phase completes as Crusoe guided on 27 March 2026.
  • Mid-2027: Microsoft Abilene first-building energisation — the other West Texas clock on the same builder.
  • Next contracted-GW print versus the 17 September 6 GW-plus floor.
