Taiwan: AI Chips, CoWoS and What Comes Next

Taiwan makes most of the world's leading AI chips and does the advanced packaging that turns them into shippable products. This door tracks who gets paid when wafers, CoWoS slots and AI servers move — and which step is still stuck. Use the Pulse below, then the standing map.

What Taiwan does in the AI chain

Taiwan sits at two scarce steps: leading-edge chipmaking and advanced packaging. Most of the AI accelerators that fill hyperscaler and neocloud racks are printed on TSMC wafers, then joined to high-bandwidth memory in CoWoS-class packages before they can ship.

Server builders such as Foxconn, Quanta and Wistron turn those modules into racks. That work is large in export volume, but more firms can do it, so each dollar keeps less margin than the scarce foundry and packaging steps.

HBM itself is mostly made in Korea and meets packaging in Taiwan. Power and data-centre buildout sit with the buyers, mainly in the US. For the layer map, start at Semiconductors, then Hyperscalers and Neoclouds.

As at September 2026, packaging is still the stuck finish line even as wafer sales climb. The money sticks where the step is hard to copy.

What would change this view

  • Hyperscaler or neocloud spending plans are cut (Taiwan monthly sales would show it first)
  • CoWoS lead times shorten for buyers outside the top tier
  • A second packaging supplier qualifies on a leading AI chip, not only announces capability
  • TSMC gross margin falls below its guided range for reasons other than the 2nm and overseas ramps
  • The US tariff framework removes carve-outs for firms building in the US
  • Memory, not packaging, becomes the louder bottleneck

FAQ

Why is Taiwan important for AI chips?

Taiwan makes most of the world's leading AI chips and does much of the advanced packaging that turns them into shippable products. Server builders on the island also ship a large share of AI racks.

What is TSMC CoWoS?

CoWoS is TSMC's advanced packaging family that places an AI chip and its high-speed memory side by side so data moves fast between them. It is still the stuck finish-line step for many AI modules.

Is the CoWoS shortage over?

Not yet. Mid-2026 reads put demand roughly 20% ahead of supply, narrowing toward about 10% by year-end, with reported capacity expansion into 2028.

Where does HBM fit if Taiwan does packaging?

HBM is mostly made in Korea and joined to the compute die in Taiwanese packaging lines. The two doors are linked, not substitutes.

Is this investment advice?

No. Second Order publishes education on who gets paid and which step is stuck — not recommendations to buy or sell any security.
