Cipher Has $9B Signed at Barber Lake. What Does the Price Assume?

Cipher stretched Barber Lake to 20 years and >$9B of contracted lease payments, with halls due this winter. What does a ~$5.4B price assume about the hall clock? Three scenarios, arithmetic shown.

Cipher Digital has more than $9 billion of contracted lease payments at Barber Lake alone, after a 25 September deal that stretched the lease from 10 years to 20. Halls are due between the fourth quarter of 2026 and the first quarter of 2027. Black Pearl has already started billing. At about $5.4 billion for the shares, what does the price assume about the hall clock?

In short

  • The question: what is Cipher's price already assuming about the hall-delivery stuck step — the gap between halls that are signed and halls that have started billing?
  • The answer: Scenario B. At about $5.4 billion for the shares (12 Oct), the price pays for Barber Lake halls landing on the Q4 2026–Q1 2027 clock so the >$9 billion contracted book starts converting, for Black Pearl to keep billing, and for Stingray to hit April and May 2027. Interest already runs near $267 million a year (ours). Mining revenue in that quarter was only $25 million
  • Why: on 25 September 2026 Cipher extended Barber Lake from 10 years to 20, lifting contracted revenue from $3.8 billion to more than $9 billion. Halls are due Q4 2026 through Q1 2027; first lease payments in Q4 2026. Cipher absorbs the first $359.3 million of costs above budget
  • The size of the gap: Barber Lake is 207 MW critical IT on a 300 MW site. Once fully billing, the 10-year book averages about $380 million a year (~$1.84 million per critical megawatt, ours); the 20-year book about $450 million a year (ours). Second-quarter interest annualises near $267 million (ours)

  • What would break it: halls slip past Q1 2027 and cost overruns eat the first $359 million (A), or halls land early, Black Pearl fills out fast and Stingray starts on time (C)
  • Nothing here is a recommendation. This is a map of what the price requires, with the working shown

Why does Cipher sit at the hall-delivery stuck step?

Cipher builds and owns industrial-scale data halls in Texas and sells long leases to AI and cloud tenants. It is moving from bitcoin mining into HPC hosting. The AI Data Centers layer is where landlords, hosts and powered halls sit on our map. What is an AI data center? and hyperscale vs colocation show the hall side. Cipher is the developer-owner: it borrows, builds, and collects when a hall is handed over.

Lease income starts only when a hall is delivered and accepted. Signed is not billing. Three clocks run at once:

  1. Barber Lake (Fluidstack + AI lab). 207 MW critical IT. On 25 September the term went from 10 years to 20 and contracted revenue from $3.8 billion to more than $9 billion. Halls are due Q4 2026 through Q1 2027. First lease payments are due in Q4 2026. Until then the book is a claim, not cash
  2. Black Pearl (AWS). 300 MW gross. Cipher says first capacity was delivered in August, two months early, and lease payments have commenced. That is the proof that execution can beat a clock — and the contrast with Barber Lake, which still waits
  3. Stingray (AWS). 70 MW critical IT. About $2.0 billion contracted on a 15-year base. Targeted starts: network hall 1 April 2027, data hall 1 May 2027. Still earthworks and pads as of early August

Google backstops $1.73 billion of Fluidstack's Barber Lake obligations. Amazon's parent guarantees the disclosed AWS lease payments. Black Pearl has $2.0 billion of 6.125% project notes; Stingray has $810 million. The stuck step is not finding a tenant. It is turning signed megawatts into accepted halls before interest and overruns eat the wait.

Our Applied Digital map watched a host whose leases were signed while crews set the pace. Cipher is the same layer with a sharper dated gate: Barber Lake's first billing is due this quarter.

What does ~$5.4 billion already assume?

Three answers compete:

  1. Halls arrive late. Barber Lake slips past Q1 2027. The first $359.3 million of overruns is spent. Stingray misses April and May. Mining cash and interest keep dominating the P&L
  2. Halls keep their clock. Barber Lake halls land through Q1 2027 and start billing. Black Pearl keeps filling. Stingray hits April and May. Lease income begins to cover the interest bill
  3. Halls arrive early and full. Barber Lake bills ahead of the window. Black Pearl's remaining halls fill fast. Stingray starts on or before the targets. The >$9 billion Barber book and the AWS books convert sooner

A tip sheet would pick a side. Analysis asks which answer today's price already needs.

Our read, in one line: the price already assumes Scenario B. At about $5.4 billion for the shares, the price pays for Barber Lake delivering on the Q4 2026–Q1 2027 clock so the >$9 billion contracted book starts converting, for Black Pearl to keep billing, and for Stingray to hit April and May 2027 — before interest near $267 million a year outruns a company that still prints only mining revenue. The scenarios and the arithmetic are below.
