What Is TCV? Why a Neocloud's Signed Book Is Not Revenue
Total contract value is the dollar sum of revenue a GPU-cloud operator has signed across the committed term. It is measured at signature, not when the cluster is delivered.
Writes Second Order by TKN — a plain-English map of AI infrastructure and semiconductors for non-specialist investors. Focus: who gets paid, where money sticks, and which step is stuck. Not investment advice.

Explained
A chiplet is a small die designed to be joined with other dies in one package. AI chips are now built this way because one die has hit its size limit. The foundry is paid for every piece; the packager is paid for the join, and the join is where supply is short.

3M will take about 4.7% of Taiwan's Genius Electronic Optical for NT$4.81 billion so GSEO can make expanded-beam ferrules and co-packaged optics. The cash lands before a named hyperscaler has ordered a part.

AEP and X-energy signed a deal on 19 October to study 12 small reactors, 960 MW, at a retired Indiana coal site. Amazon funds the work in milestones and plans to buy the power. Nothing gets built until the NRC grants a permit.

Industry executives expect only 7 to 10 neoclouds to survive, The Information reported on 18 October. Nvidia has already been paid for the chips; its filing shows $36 billion of cloud hours it may have to buy back and $20 billion of leases it must hand on.

GreenSquare has opened 15 MW of AI capacity in Western Sydney for Sharon AI by rebuilding a 1995 data centre in eight months, so in a power-tight city the fastest AI hall is often an old one, not a new one waiting in the grid queue.
Korea
Korea's memory makers just had their worst week since 2008. Its power gear makers spent the same week signing two-year deals with US Big Tech. Seven in ten big transformers Korea exports now go to America. The scarce thing is a factory slot.

NiSource closed at $42.68, about $20.47 billion. Microsoft adds 1,100 MW to a shared pool from 2028. What does the price assume about getting paid while named generation still waits?

At ₩1,277,000 SK hynix is worth about ₩933 trillion. That pays for about 11 more quarters at its second-quarter profit rate before a fall back to 2025's size. The HBM4 back end decides 2027's share. What the price assumes, arithmetic shown.

Princeton Digital Group is seeking up to US$1.2 billion for a 198.8 MW Johor data center campus. A day later Malaysia said operators will pay for power they book but do not use. The banks are lending; the tenant is not named.

Nscale signs take-or-pay GPU contracts, funds the halls with customer prepayments and delayed-draw loans, and gets paid only after clusters are delivered — most of the $103.4bn book is still waiting on live halls.
Explained
Building the hall costs about $14M–$18M per megawatt before chips. The GPUs cost about twice that again. Who gets paid, in what order, and why the stuck step is the cash spent before rent starts.
