GlobalFoundries signs $2B deal to make TSMC's AI chip interposers in New York

GlobalFoundries will make silicon interposers for TSMC's CoWoS AI chip packages in New York under a $2B, five-year deal. Volume only ramps in 1H 2028. The stuck step is the Malta build.

GlobalFoundries will make a key part of TSMC's AI chip packages in New York. The two signed a $2 billion, five-year deal on 8 October 2026 for silicon interposers, the thin silicon layer that sits under an AI processor and its memory stacks and lets them talk at high speed. On the semiconductors layer, this is the packaging step, which Reuters calls a major constraint on AI chip output. The catch is the clock: volume production only starts to ramp in the first half of 2028.

What happened

GlobalFoundries (GF) announced the agreement from Malta, New York. The facts as released:

The deal

$2 billion, multi-year; GF provides manufacturing service to TSMC

GlobalFoundries release, 8 Oct 2026; Reuters, 8 Oct 2026

The part

Silicon interposers for TSMC's CoWoS packaging, including built-in capacitors that steady the power supply

GlobalFoundries release, 8 Oct 2026

Where

New capacity at GF's Malta, New York fab: the first US source of these interposers

GlobalFoundries release, 8 Oct 2026

When

Volume ramp in the first half of 2028; initial term five years, with room to add capacity

GlobalFoundries release, 8 Oct 2026

GF shares rose about 4% in premarket trading on the news, Reuters reported.

Why cash cares

CoWoS is how TSMC puts an AI processor and its high-bandwidth memory side by side in one package. Every one of those packages needs an interposer underneath. Today that work is concentrated in Taiwan, where TSMC broke ground on a new packaging park in Kaohsiung in September. This deal adds a second source, in the United States, for one layer of that package.

For GF, the money is real but not large, and not soon. Here is our own arithmetic, not a reported figure. If the $2 billion were spread evenly over five years, that is about $400 million a year. GF guided third-quarter revenue to $1.885 billion, or roughly $7.5 billion a year at that pace. So the deal would add about 5% to GF's revenue once it is running. GF has not said how the $2 billion is split by year, or whether all of it is revenue to GF.

Interposer clock: deal signed Oct 2026, volume ramp 1H 2028

Figure: Interposer clock. The deal is signed. Next comes the stuck step: GF has to add capacity in Malta and get its parts working in TSMC's packages before volume starts in the first half of 2028. At an even split, about $400 million a year, roughly 5% of GF's current revenue pace on our arithmetic.

The step that is still open

Nothing ships at volume for well over a year. In between, GF has to build out the Malta lines, then get its interposers working inside TSMC's packages. GF did not give a capacity figure, a spending figure, or the name of any end customer.

The second-order read

Who gets paid. GF, from manufacturing fees once the ramp starts. The suppliers of the equipment GF adds in Malta, during the build. TSMC gets a US-made source for one layer of its packages without building it itself.

Who pays. TSMC pays GF for the service. GF adds the Malta capacity before the fees arrive; it has not said what that costs or who funds it.

Who waits. GF shareholders, for revenue that starts in 2028. AI chip buyers who want more packaging capacity sooner: this does not help them in 2026 or 2027.

Stuck step. The Malta capacity build. Until volume ramps in the first half of 2028, the $2 billion is a contract, not cash.

Two cautions

GF called it a "$2 billion agreement" but did not say whether that is the revenue it expects, a ceiling, or something else. Our 5% figure assumes it is all revenue to GF, spread evenly.

Interposers are one layer of a CoWoS package. This deal does not add chip-making or final packaging capacity in the US by itself.

What to watch

  • GF third-quarter results: any word on spending for Malta, or on how the $2 billion lands by year.
  • TSMC third-quarter results: anything on CoWoS capacity for 2027 and 2028, and on packaging outside Taiwan.
