PJM filed a study agreement at FERC on 13 October for SoftBank's Flagship project in Ohio: 10,370 MW of data center load, 10,170 MW of new gas generation and three 765 kV lines, with OpenAI as tenant. The stuck step is now PJM's study clock and an Ohio regulator's vote.

On 14 October AEP said it will invest about $4 billion in 702 MW of Bloom fuel cells near Cheyenne, selling the power to Google for 20 years. AEP bought the cells in January, before the buyer was named. Full power is due by end-2028.

CoreWeave is courting insurers for cheaper chip-backed funding after raising more than $35 billion in 2026. An $8.5 billion Meta-linked facility was the first fully investment-grade GPU loan. The stuck step for neoclouds is now the cost of capital.

ASML said on 14 October that its planned scanner supply for 2027 and 2028 will not fully meet customer demand, and some chipmakers want to order for 2029 and 2030. Q3 sales hit a record EUR 11.7 billion. The stuck step for AI wafers is now ASML's own build rate.

Oracle proposed a $10 million-a-year El Paso Electric agreement for Project Jupiter — construction, commissioning and backup — while Bloom Energy remains the primary 2.45 GW microgrid. Credits of up to $55 million a year are a separate offer, from 2027.

AMD backs Fermi's 222 MW data center power lease in Texas

On 13 October AMD signed credit support for the 222 MW phase one lease at Fermi's Project Matador in Texas, the $6.5 billion, 15-year TensorWave lease. Fermi calls it a step toward project financing, which has not closed. Delivery starts in the second half of 2027.

Broadcom's Hock Tan: capital, not chips, is AI's next bottleneck

Broadcom chief executive Hock Tan said on 12 October that capital, not chips, memory or power, may become the biggest constraint on the AI build-out. He put the wafer squeeze easing by 2028 and sized a gigawatt at about $10bn a year of cost against about $30bn of frontier-lab revenue.

NTT Data talks a $6.3B Osaka data center for Anthropic

Nikkei reported on 13 October that NTT Data Group is in final-stage talks to build Anthropic's first dedicated Japan data center in Osaka. Construction could cost up to ¥1 trillion, about $6.3 billion, with partial opening as early as 2028. This is talks, not a signed lease.
